in lieu of an official response my understanding of how Bristol deal with swarms is that the association itself doesn't collect the swarm. If they're notified of a swarm the Swarm liaison officer will attempt to contact members who've expressed an interest in having a swarm and direct them to the site, it's then up to the beekeeper in question to arrange to collect the swarm.
Bristol don't charge either the "owner" of the swarm or the beekeeper who goes to collect it.
I don't know if there is an official policy when it comes to non members but from a practical point of view I think it'd be reasonable to suggest they'd be down the list in terms of priority of who to contact.
